The absolute boundary for every application that texts through the transport — scheduling reminders, AR, the conversations page, all of it. A text submitted outside this window is held and transmits automatically within a minute of the window opening. Each application can hold its own messages back further with a narrower window of its own (AR does, for staff reminders) — but nothing can text outside this one.
